Level 1: Ad Hoc Workforce Planning 

Planning is reactive and sporadic. It tends to be spreadsheet-based and focused primarily on internal headcount versus external availability of talent.

There is little-to-no integration with supply modeling, strategic planning, or financial impact analysis. Workforce discussions are spontaneous and departmental, while business impact is rarely quantified.

Level 2: Demand Focused Planning 

Organizations expand beyond basic headcount forecasting to include associated cost and limited role-based demand planning. Some integration with budget processes may exist, but supply modeling is limited and external market data is fragmented. Financial impact remains partially quantified at best, and there is little understanding of available skills across the enterprise.  

Level 3: Integrated Demand + Supply Planning 

Organizations begin modeling internal talent supply and mobility. There is partial integration of external labor market data and more structured scenario planning including contingent staff and AI exposure rates. Critical roles may be forecasted with bottom-up rigor, yet integration across enterprise strategy remains incomplete. 

Level 4: Scenario-Driven Prediction Planning 

Scenario modeling becomes robust including evaluation of new talent mix ratios, integrated financial metrics and well-defined KPIs. Internal and external supply forecasts are connected, and ROI impacts are quantified.

AI automation and augmentation are taken into consideration, with talent decisions becoming increasingly data-driven rather than politically impacted. A sophisticated skills inventory is available across the organization.

Level 5: Strategic Workforce Intelligence 

At the highest maturity, the organization operates from a scenario-driven workforce playbook. Macro and micro planning are integrated across headcount, cost, skills, geography, and AI impact.

Internal career path modeling supports strategies that go beyond build, buy, borrow and bot to include the ability to blend, boost, bridge and break where appropriate. Talent arbitrage decisions are quantified. Human capital ROI is forecasted and linked directly to strategic objectives.
